To (1) require certain training to members of the Board of Pardons and Paroles and to require the board to provide a written explanation when denying a pardon, to streamline record erasure in the case of misdemeanors and certain felonies, (2) waive certain fees for applicants for a pardon, (3) allow for appointment of a deputy warden to serve as director of reentry services, (4) establish a reentry employment advisory committee, (5) prohibit discrimination against a person based on such person's erased criminal history record information, and (6) enact the Connecticut Sentencing Commission's recommendations with respect to misdemeanor offenses.

Legislation that is in development to create a public option. The proposal, which has yet to be assigned a bill number, would accomplish the following:

Establishes public health care options to allow Connecticut's small businesses, nonprofits, and unions to access affordable, high-quality health insurance by leveraging negotiating power and existing programs of the state employee health plan;

Expands coverage to make Connecticut's healthcare system more equitable by expanding eligibility for Medicaid (HUSKY) and expanding health insurance options for undocumented individuals and families who are shut out of the health care market;
-
Ensures health insurance products are affordable and high-quality by addressing high-deductible health insurance plans and lowering out-of-pocket expenses; and
-
Increases financial assistance to make insurance more affordable by expanding subsidies for the individual market and lowering premium out-of-pocket costs for middle-class Connecticut families

The following changes to Connecticut's existing tax code were proposed:

Digital ad revenue taxes for companies with annual revenue over $10 billion (Google, Facebook and Amazon)

A property tax on the portion of market value of homes with a market value of over $2 million

Reduce estate tax exemptions to $2 million
-
Increase corporation business tax rates for entities with gross income of/over $100 million, extend/increase current surtax to 20 percent
-
Impose new capital gains, dividend and taxable interest for individuals with income of more than $500,000
-
Raise individual income tax rates for individuals earning more than $500,000 per year and $1 million per year.
